Статтю присвячено виявленню етапів і ключових тенденцій еволюції інформаційних прав людини, які в сучасних умовах можуть розглядатися як самостійний своєрідний комплекс прав, принципів, вимог, гарантій, механізмів забезпечення в межах системи прав людини. З’ясовано, що становлення інформаційних прав перебуває під впливом низки чинників, визначальним з яких є інформатизація суспільного життя, що веде до формування глобального інформаційного суспільства. На основі фактів юридичного визнання і оформлення у міжнародному праві проявів інформаційних прав у процесі їх розвитку виділено “дотехнологічний” період, етапи “концептуалізації соціальної інформатизації”, “інтернетизації”, “цифровізації”.
